The European Union REACH Regulation

REACH is the Regulation (EC) No. 1907/2006 on Registration, Evaluation, Authorisation and Restriction of Chemicals. It entered into force on 1st June 2007. It streamlines and improves the former legislative framework on chemicals of the European Union. REACH is intended to provide rigorous protection for the environment and human health and to secure companies competitive and developmental ability. The European Chemicals Agency (ECHA), based in Helsinki, is responsible for the co-ordinated implementation of REACH. The national competent authorities in the countries in question will monitor the implementation and are responsible for the enforcement of the regulation.

Companies manufacturing and importing substances on their own or as part of preparations, or even articles in certain cases, into the European Union and the European Economic Area, will have to register these substances at the European Chemicals Agency (ECHA), if not exempted from REACH. If a substance has not been pre-registered and registered accordingly by predefined deadlines, the production or import will not be allowed, thus also affecting the downstream use of these substances. As a European Union Regulation, REACH is applied directly in all member states including European Economic Area -countries.
